Purchase order administration in Kenya: Registration and Activity Checks
Define the activity that authorities need to assess
Prepare and track purchase orders using approved supplier and spending information.
Administer purchase orders from approved requisitions, specifying supplier details, item descriptions, quantities, authorization limits, delivery instructions, and the boundary between preparing an order and committing the business to a purchase through an authorized approver's decision.
Describe that exact operation when checking requirements. State where the work takes place, whether customers enter the premises, who performs technical tasks and whether you manufacture, resell, deliver or coordinate the service. Requirements can change with these facts; a broad business category is not a complete permit determination.
Sector questions to investigate
- Determine whether the service acts as a data processor, and assess registration applicability with ODPC.
- Agree purpose, authorized access, retention and incident contacts before receiving client records.
- Do not undertake regulated legal, tax, audit or other qualified professional work under an administration label.
Keep registration separate from permission to operate
A registered business name does not itself establish approval of premises, products or professional work. Use the Business Registration Service to check the appropriate registration route. Ask the relevant county office which premises and trading checks apply to the actual activity. Confirm tax and invoicing obligations with KRA for your circumstances rather than copying another trader's treatment.
Prepare a written enquiry
| Information to provide | Business-specific starting point |
|---|---|
| Proposed output | Prepare and track purchase orders using approved supplier and spending information. |
| Scope and exclusions | Administer purchase orders from approved requisitions, specifying supplier details, item descriptions, quantities, authorization limits, delivery instructions, and the boundary between preparing an order and committing the business to a purchase through an authorized approver's decision. |
| First operating step | Obtain the approved specification, supplier and spending authority, then verify the purchase request before preparing any order that could create a commitment. |
| Quality and acceptance | Ask the client to trace a test requisition through approval, order issue, supplier acknowledgment, and receiving reference, including a changed quantity and an unavailable approver so unauthorized commitments cannot be mistaken for routine administration work completed. |
Add the county, location, premises arrangement, scale, equipment and responsible person's qualifications. Ask which authority handles an issue if it falls outside the first office's remit. Record the answer, reference link, date checked and any renewal or inspection condition. A guide's reference list is a route to verification, not an approval document.
Decide what must wait
Do not offer a regulated service or make a safety, accreditation or certification claim that you cannot substantiate. Resolve an unanswered prerequisite before accepting work that depends on it. A demand interview can often precede trading; a paid or physical trial still needs the appropriate permissions and safe arrangements.
A tidy order register does not prevent losses when a draft is sent as a binding order or supplier changes are accepted without the person authorized to approve the commercial commitment knowing what changed before dispatch occurs.
No universal licence package, current fee or exemption is asserted here. The official links below support only their stated scope.
Prepare a precise activity enquiry
Describe this actual operating scope to the relevant authority or competent adviser: Fictional PO desk PO-71 prepares five draft purchase orders from a business owner's approved requisitions. One example requests 25 reams of A4 copier paper,500 sheets per ream, against a named supplier's written quote and owner-approved total. Output is five numbered drafts, approval register and supplier acknowledgement log if sending is separately authorised. The administrator does not select suppliers, approve spend, sign contracts or treat a draft PO as a tax invoice. No order is sent merely because data entry is complete.
Use these operating details to make the enquiry specific:
| Detail to disclose | Why it can affect the answer |
|---|---|
| Approved requisitions/quotes - Five matched request and quote pairs. | Explain the actual premises, scale, use and who will perform the task. Ask which current rule applies to these facts. |
| PO template/register - Unique numbering, draft/approved/sent/acknowledged states and purchasing units. | Explain the actual premises, scale, use and who will perform the task. Ask which current rule applies to these facts. |
| Approval channel - Owner-controlled signing/approval process. | Explain the actual premises, scale, use and who will perform the task. Ask which current rule applies to these facts. |
Keep the reply date, official source, exact activity facts and any conditions together. This is an enquiry preparation method, not a determination that a licence, exemption or fee applies. The earlier source dates do not mean legal requirements were rechecked today. Resolve these outstanding checks before relying on a broad business description:
- Actual requisitions, supplier quotes and approval authority unverified.
- No supplier contacted, order placed or tax/legal advice supplied.
