Move-in condition reports in Kenya: Operations and Quality Checks
Deliver the agreed result consistently
Capture the unit’s observable starting condition before occupation, agreeing who attends and how comments from the incoming tenant and owner will be recorded without resolving disputes.
The operating sequence for this offer is:
- Agree the handover attendees, access authority and condition checklist in advance, allowing both relevant parties to identify existing visible concerns.
- Record room observations and dated photographs together, explicitly noting disagreements without deciding legal liability or representing the report as professional defect certification.
- Distribute the agreed record securely with attendance and acknowledgement details, listing any missing checks or documents for the authorized principal to resolve.
Put acceptance into the job record
The report states who attended and which observations were agreed or disputed.
Review doors, surfaces and supplied fittings against dated photographs with the parties, checking that qualifications and inaccessible areas remain visible in the signed final record.
Inspect at the point where a correction is still possible, then again at handover. Record rejected or incomplete output separately from accepted output. A completed task is not automatically an accepted task, and an invoice does not establish that the customer received the right result.
Measure real capacity
Time preparation, the main operation, transport, cleaning, approvals and correction as applicable. The slowest stage determines how much you can promise. Where two orders need the same person, space or equipment at the same time, resolve the conflict before confirming both deadlines. An additional enquiry should not erase a commitment already made.
| Operating checkpoint | Evidence for this business |
|---|---|
| Before starting | Capture the unit’s observable starting condition before occupation, agreeing who attends and how comments from the incoming tenant and owner will be recorded without resolving disputes. |
| During delivery | Record room observations and dated photographs together, explicitly noting disagreements without deciding legal liability or representing the report as professional defect certification. |
| At acceptance | Review doors, surfaces and supplied fittings against dated photographs with the parties, checking that qualifications and inaccessible areas remain visible in the signed final record. |
| At the pilot review | Keep attendance, inspection timing, outstanding checks, party comments and version approvals, preserving original photographs separately from any later annotations added while clarifying the handover record. |
Keep a correction and escalation rule
When inputs, access, specifications or customer instructions change, pause the affected work and confirm the effect on time and cost. Do not quietly lower the acceptance standard to avoid a delayed delivery. Keep rework caused by your error distinct from a customer-requested change of scope and agree the remedy clearly.
A move-in report loses usefulness when rushed signatures mask incomplete checks or photographs cannot show whether a disputed mark existed before the tenant brought belongings inside.
Retain the minimum records needed to investigate a complaint without disclosing unrelated personal information. Use measured delivery and actual acceptance as the basis for expanding capacity, rather than the maximum theoretical output of a tool or production line.
Operating control points for this exact offer
| Sequence | Work method | Release checkpoint |
|---|---|---|
| 1 | Agree the visit timing, lawful access, expected parties and reporting scope. Capture the condition before removal crews or cleaning changes it where practicable, and record if the tenant has already moved belongings in. Ask which areas are inaccessible and which services are disconnected. | The report's date and limitations describe the actual stage of possession rather than assuming a pristine preoccupation baseline. |
| 2 | Use a five-zone schedule: living area, bedroom one, bedroom two, kitchen and bathroom/entrance record. Give each surface/fitting an ID and write neutral descriptions, including specific marks, chips, dust or staining. Distinguish a visible stain from a diagnosed leak. | Descriptions identify location and condition, avoiding unsupported adjectives such as perfect or structurally sound. |
| 3 | Take 22 planned images with context and defect details, adjusting count if an actual feature needs clearer evidence. Keep original files and link them to the schedule. Do not digitally remove marks or modify metadata to imply a different inspection date. | A reader can locate every photographed defect in the corresponding zone and understand any unphotographed observation. |
| 4 | Record keys jointly using neutral IDs and any utility reading only where lawfully accessible and clearly identifiable. Copy displayed units/serial reference accurately without opening covers or certifying meter accuracy. Leave electrical, gas, plumbing and structural tests to competent providers. | Not tested, inaccessible and service disconnected remain separate from working or satisfactory. |
| 5 | Send both authorized parties the numbered report for review and a clear route to add corrections. Preserve their distinct comments and any unresolved disagreement. Do not force signature as a condition of handing over keys unless the responsible parties have independently established the lawful process. | Acknowledgement of receipt is not falsely labelled agreement with every condition or a waiver of rights. |
Do not substitute a tick for an observation: record the count, measurement, approved sample or evidence reference used at each checkpoint. Mark unresolved work as held and identify who can approve the recheck.
Diagnose a failure before repeating it
| Observed symptom to investigate | Check the cause | Proposed response |
|---|---|---|
| Tenant identifies an omitted mark | Check visit notes and original images. | Add a versioned correction or a clearly dated later observation without pretending it was recorded earlier. |
| Parties dispute whether a stain means a leak | Separate visible description from technical cause. | Retain the factual condition and refer diagnosis to a competent provider. |
| Meter image is ambiguous | Check serial/location reference and displayed unit. | Seek a clear authorized observation or mark unreadable; do not invent a reading. |
These are diagnostic prompts, not proof of the cause in a real incident. Separate suspect output, record any correction and repeat the relevant acceptance check. Link rejected units, rework time, replacement materials, customer credits and collection delays to the actual job result.
