The procurement decision starts with the result you must deliver: The learner demonstrates the targeted skill; avoid guaranteed grade or diagnosis claims.
Ask the learner to read unfamiliar but suitable material and explain its meaning, observing strategy use rather than relying solely on memorized passages or speed.
