Proof-of-delivery record service in Kenya: Risks and Launch Plan
Set the conditions for a safe commercial test
- Excess personal data
- forged evidence
- missing records
A photograph proves little when it cannot be linked to the correct parcel, authorized recipient, and handover event within the client' s own delivery records reliably.
A risk list is useful only when it changes a decision. For each risk, write the observable warning, who checks it and the response before the next commitment. Do not treat a reserve of money as permission to continue unsafe or unauthorized work.
Use a small, measurable pilot
Pilot a record form on a controlled set of deliveries.
The pilot scope is: Offer delivery evidence administration tied to the client' s parcel references, defining acceptable signatures or images, missing-evidence follow-up, access permissions, and the correction process for mistaken records.
| Gate | Evidence before continuing |
|---|---|
| Scope agreed | Offer delivery evidence administration tied to the client' s parcel references, defining acceptable signatures or images, missing-evidence follow-up, access permissions, and the correction process for mistaken records. |
| Output acceptable | Ask a client administrator to retrieve evidence for sampled deliveries, including duplicate references and an incomplete receipt, without exposing unrelated recipients or accepting unverifiable completion claims. |
| Costs recorded | Include form setup, driver onboarding, evidence review, poor-connectivity reconciliation, missing-record follow-up, secure storage, and the effort required to correct mismatched delivery references after submission accurately. |
| Buyer response recorded | Record parcel references, evidence type, submission times, identity mismatches, missing fields, follow-up outcomes, access tests, and client acceptance of each corrected delivery record during the pilot. |
Stage the launch around prerequisites
First confirm the buyer specification and activity requirements. Then compare suppliers, establish suitable facilities and prepare the operating record. Run the bounded trial when those prerequisites are in place. Review actual costs, quality failures and cash collected before increasing the commitment.
This sequence is not a promise that the complete business cycle fits into 30 days. Growing periods, qualifications, approvals, seasonal access and customer buying cycles can require longer. Revise the schedule when a prerequisite changes rather than skipping it to meet a launch date.
Choose continue, revise, pause or stop
Continue only when the scoped result is accepted and direct costs and payment timing are workable. Revise one part of the offer if the problem is identifiable and affordable to test again. Pause when required information, permission, skills or resources are missing. Stop the affected work when safety, consent or lawful authority is uncertain.
Keep a maximum test loss and unpaid-balance limit suited to your actual funds. A successful single delivery is useful evidence, but it does not establish year-round demand or justify committing every available resource.
Tie launch milestones to observable checks
| Risk signal | Evidence to inspect | Response to test |
|---|---|---|
| One order appears twice | Check package references and source filenames to distinguish duplicates from genuine multi-piece deliveries. | Remove only the confirmed duplicate and retain an audit note showing the original source. |
| Evidence link fails | Check folder permissions and whether the file was moved. | Restore a controlled link and retest with the intended client role; do not solve access by making everything public. |
| Client requests a missing signature be added | Check original evidence and sender correspondence. | Leave the case unresolved and request genuine acknowledgement through the client' s authorised process. |
Outstanding go / hold conditions
- No delivery event is independently verified and no legal sufficiency opinion is supplied.
- Actual source quality, storage fees, retention period and privacy/access obligations need client-specific approval.
Assign an owner, evidence reference and review date to each unresolved condition. Do not give every milestone a fixed calendar date when it depends on a crop, production, approval or competence cycle. Run only a suitable limited trial, reconcile accepted output and actual cash, and record whether the evidence supports holding, revising, proceeding within the limit or stopping.
