Same-building delivery desk in Kenya: Risks and Launch Plan
Set the conditions for a safe commercial test
- Theft
- personal-data exposure
- overcrowded storage
A desk becomes unreliable when parcels overflow into public corridors or a familiar resident collects another person's package without the authorized release check being completed.
A risk list is useful only when it changes a decision. For each risk, write the observable warning, who checks it and the response before the next commitment. Do not treat a reserve of money as permission to continue unsafe or unauthorized work.
Use a small, measurable pilot
Trial one reception period with a capped parcel volume.
The pilot scope is: Propose a building desk with defined receiving hours, parcel size limits, shelf allocation, collection authority, and management instructions for items nobody collects promptly after notification.
| Gate | Evidence before continuing |
|---|---|
| Scope agreed | Propose a building desk with defined receiving hours, parcel size limits, shelf allocation, collection authority, and management instructions for items nobody collects promptly after notification. |
| Output acceptable | Ask management to audit a staged receipt and release, checking duplicate recipient names, damaged packaging, restricted shelf access, and how outstanding parcels reconcile at shift change. |
| Costs recorded | Include staffed coverage, secure shelving, receipt administration, notification costs, bulky-item space, collection delays, and the supervision needed when reception duties compete with parcel handling work. |
| Buyer response recorded | Record package identifiers, storage positions, receipt condition, private notification attempts, authorized releases, shift reconciliations, uncollected ageing, and management decisions on unusual or oversized incoming items. |
Stage the launch around prerequisites
First confirm the buyer specification and activity requirements. Then compare suppliers, establish suitable facilities and prepare the operating record. Run the bounded trial when those prerequisites are in place. Review actual costs, quality failures and cash collected before increasing the commitment.
This sequence is not a promise that the complete business cycle fits into 30 days. Growing periods, qualifications, approvals, seasonal access and customer buying cycles can require longer. Revise the schedule when a prerequisite changes rather than skipping it to meet a launch date.
Choose continue, revise, pause or stop
Continue only when the scoped result is accepted and direct costs and payment timing are workable. Revise one part of the offer if the problem is identifiable and affordable to test again. Pause when required information, permission, skills or resources are missing. Stop the affected work when safety, consent or lawful authority is uncertain.
Keep a maximum test loss and unpaid-balance limit suited to your actual funds. A successful single delivery is useful evidence, but it does not establish year-round demand or justify committing every available resource.
Tie launch milestones to observable checks
| Risk signal | Evidence to inspect | Response to test |
|---|---|---|
| Two parcels share a courier number | Check whether it is a multi-piece consignment. | Assign separate desk references and piece counts while retaining the common carrier reference. |
| Unknown collector requests a parcel | Check the tenant's authorised collector list or private approval channel. | Hold release until authority is confirmed; knowing the addressee is not enough. |
| Parcel remains after closing | Check the notification record and agreed storage escalation. | Contact the building manager and follow the authorised secure arrangement; do not leave it in the public lobby. |
Outstanding go / hold conditions
- Building permission, cover for goods in custody, actual parcel demand and fee payer are unresolved.
- The building must confirm local obligations and a lawful data retention/access policy before live operation.
Assign an owner, evidence reference and review date to each unresolved condition. Do not give every milestone a fixed calendar date when it depends on a crop, production, approval or competence cycle. Run only a suitable limited trial, reconcile accepted output and actual cash, and record whether the evidence supports holding, revising, proceeding within the limit or stopping.
